This week Officer Robert Howard caught a woman driving illegally down the Long Island Expressway in the HOV lane with a suspicious passenger–a female dummy riding shotgun. Fox and Friends aired this clip of Officer Howard explaining what tipped him off to the driver’s clever capper.
